DEPUTY DIRECTOR: ACQUISITIONS (SUPPLY CHAIN MANAGEMENT) REF NO: 2026/125

SALARY : R896 436 per annum
CENTRE : Cape Town Regional Office

REQUIREMENTS : A minimal of three-year tertiary qualification (NQF Level 6) in Supply Chain Management/ Finance and Procurement or related. Extensive credible experience at a Junior Management/ Assistant Director equivalent level, with appropriate useful working ride in Supply Chain Management in Acquisition Management or Contract Management and widespread journey on administration of resources. Valid driver’s licence at least Code eight (EB). Legislative Requirements: Practical expertise and trip on implementation of Broad Based Black Economic Empowerment, Public Service Act, Public Finance Management Act, National Treasury Regulations, Preferential Procurement Policy Framework Skills. Good Knowledge of public sector procurement experience, Knowledge of strategic planning and budgeting, potential to develop, interpret and practice policies, CIDB techniques and legislation. Understanding of Government budgeting processes, journey in working with carrier providers/consultants. Knowledge of Public Service financial legislative frameworks, Understanding of Financial management; Risk Management; Knowledge and perception of contract management. Key Skills: Negotiation Skills and Technical Proficiency, Business Writing Communication (verbal and written), Customer Focus and Responsiveness, People and Performance Management, Diversity Management, Interpersonal, Conflict management, Planning and Organising Problem fixing and selection making, Team Leadership; Computer literate (especially with regard to MS Word, Excel, Projects and Power point), Basic Numeric capabilities and Excellent Presentation Skills.

DUTIES : Develop and enforce the acquisition Management structures and excellent acquisition Management inside controls and audit trails in the Department. Facilitate and control the enterprise system cycle (inviting, evaluating, adjudicating, and awarding) for all bids in phrases of SCM regulations. Ensure proactive administration and monitoring of tenders and quotations for items and services. Eligible expertise of acquisition for REMS and Infrastructure Projects. Provide everyday growth document to administration highlighting procurement trends, problems, risks, deviation, delays and make splendid recommendations for improvements. Manage the Departmental Bid Evaluation and Adjudication Committees secretariat. Compile and analyse administration reports from a number strategic activities. Provide strategic report, recommendation and guidance to all accountability managers to make sure compliance with Supply Chain Management regulations. Management of human aid associated issues which include the implementation and facilitation of adherence to insurance policies and procedure in Acquisition Unit.
